Speaker Ritu Khanduri Bhushan has constituted a three-member expert committee to investigate the matter of appointment and promotion of employees in the Vidhan Sabha.

The expert committee took possession of the relevant documents to investigate the backdoor recruitments in the Uttarakhand Legislative Assembly. Based on the Vidhan Sabha Secretariat Service Manual, the committee is scrutinizing the files related to the recruitment. On Monday, committee chairman DK Kotia and member Surendra Singh Rawat conducted the investigation.

Speaker Ritu Khanduri Bhushan has constituted a three-member expert committee to investigate the matter of appointment and promotion of employees in the Vidhan Sabha. The committee started investigation by taking possession of the documents related to recruitment and promotion between 2012 and 2022.

since 2012, the Uttarakhand Assembly Service Manual was implemented for the appointment of officers and employees in the assembly. However, it was amended from 2015 to 2016. The Uttar Pradesh Vidhan Sabha Service Manual was in force from 2000 to 2011.There will be a special focus in the investigation whether the provisions of the Vidhan Sabha Service Rules were followed in the recruitments and promotions. On the other hand, with the scrutiny of recruitments going on in the assembly, strictness is being taken regarding the entry of outsiders. No one is being allowed to enter the assembly without an identity card. 

Committee member Nayal will reach from today

Avnendra Singh Nayal, a member of the expert committee, is out of Uttarakhand, so he has not yet joined the investigation. He is likely to reach the assembly on Tuesday. For two days, committee chairman DK Kotia and member Surendra Singh Rawat have been scrutinizing the files. 

Responsibility of Secretary to Deputy Secretary Hemchandra Pant

Deputy Secretary Hemchandra Pant was given the responsibility of ethical work of the secretary till the leave period of Assembly Secretary Mukesh Singhal. Pant will not have the right to take policy decisions. Along with this, the work and decisions related to finance will be done with the permission of the Speaker. Orders in this regard were issued by the Vidhan Sabha Secretariat.
