Pushkar Singh Dhami, who is going to take over as the 12th CM of Uttarakhand, will have to deal with 12 challenges. Pushkar Singh Dhami age 46 amidst a weak economy, limited sources of revenue, the new CM of Uttarakhand Pushkar Singh Dhami not only has to find solutions to the basic issues like education, health, employment and transport services of the state, but also to meet the expectations of the people. Along with this, fulfilling the promises made during the elections will also be a big goal for the CM.
1. Economy The economy of the state is not in satisfactory condition. Due to lack of source of income, the state has got a debt of Rs.65 thousand crores at present. The condition is that the government often has to take loans from the market for the salaries of the workers. To pay the interest on the loan, the state has to take a fresh loan. To bring the economic situation back on track, new sources of income will have to be found.
2. Migration
Migration is one of the major problems of the state. Due to lack of employment people have to migrate to cities and other states. By the year 2011, 968 villages in the state had become vacant. After the year 2011, 734 more villages have been added to this. Due to lack of concrete plans for the development of marginal areas, the process of migration continues continuously. Most of the migrants who returned during the Corona period have also returned due to this reason.
3. Employment
Uttarakhand has been battling the stigma of unemployment for years. At present more than 8 lakh unemployed are registered in employment offices. To provide employment to the migrants who returned during the Koreana period, registrations were also opened in the government sub-panel. About one lakh names have also been registered in the Upanal. In the last five years, the government has been able to provide only about 11 thousand jobs.
4. Quality Education
Providing quality education in government schools of Uttarakhand is also a big challenge. There are neither enough teachers nor adequate resources in more than 20 thousand basic, junior, secondary schools of the state. There are a large number of schools that have no electricity and no water, toilets. More than six thousand posts are vacant at the secondary level itself. Of these, work is being done on 4500 guest teachers.
5. Health
The challenge for the new CM will be to overcome the lack of health facilities in the hilly areas. At present, the condition of government hospitals in the state has become like a referral center. Due to shortage of 515 doctors, people have to take shelter in private hospitals for treatment. There are 56 such hospitals in the state where till now there is no arrangement of generators.
6. Transport
The condition of transport services in the state is also not satisfactory. Roadways bus services are very less especially in mountainous areas. And whatever it is, it is slowly getting closed. In the last five years, more than 200 buses of the roadways have been reduced. Due to the absence of bus services in the hilly areas, people have to depend on taxis, maxi cabs and private vehicles.
7. Communications
As the world is moving towards a 5G internet network, many marginal villages in Uttarakhand have to walk miles to hear the phone ring. At present there are 465 villages in the state where there is no communication facility. For years, there is a demand to connect these villages with communication facility, but no government has been successful.
8. Corruption
Corruption has always been a big issue in Uttarakhand. There are many scams including social welfare scholarship, NH compensation, recruitment, bus purchase, construction work, mining-liquor, which have been coming in every government. Now that corruption is sucking Uttarakhand as a leech, the new government will have to prepare the pungent salt of good governance to end this leech.
9. Drinking water
6.46 lakh households in the state still do not have drinking water connection. Along with this, people in 80 out of 100 cities of the state are getting water much less than the fixed standard of 135 lpcd. Due to the drying up of the source in summer, the water crisis in the mountainous areas becomes worse.
10. Bureaucracy
To follow the bureaucracy has also been a challenge for every government. Uttarakhand is believed to be that the bureaucracy was never under the control of the government. In the previous government, all the ministers have been publicly expressing the pain of their helplessness in front of the officers. Keeping the officers under control and inculcating the spirit of public servant in them
will be a big task for the CM.
11. Manifesto
Implementation of BJP’s election manifesto will also be a big challenge for CM Dhami. The BJP election manifesto made a big promise to implement the Common Civil Code. Along with this, many promises have been made to BPL women including three free cylinders in a year, monthly pension to workers and poor women, Samman Nidhi similar to the center for farmers. It is also the moral responsibility of the government to fulfill these promises amid the weak financial condition of the state.
12. employees
There will be a huge mountain of challenges before the new government in the form of pending demands of employees. Employees have been agitating for a long time regarding the old pension scheme. Rajasthan and Chhattisgarh will put pressure on the state government due to the preparation to implement the old beneficiary pension scheme. Along with this, the salary-honorary discrepancies of permanent and outsourced personnel will also be no less than a challenge for the government.
