Slums will not be removed, status quo will remain: Dhami
Dehradun, Uttarakhand:
Before the proposed municipal elections, the government has once again given relief regarding slums and once again amended the Special Ordinance-2021 for Uttarakhand Municipal Bodies and Authority and the tenure of the Slum Ordinance has been extended for 3 years.
Just before the municipal elections in the year 2018, the Nainital High Court had given instructions to remove all the slums present in the state and remove the people living in the slums and rehabilitate them somewhere else. During this time, the then government had hurriedly brought an ordinance in which the tenure of the ordinance was made for 3 years. But during this time no initiative was taken for the regularization of slums and the tenure of the ordinance ended in the year 2021.
At that time, in view of the assembly elections to be held in the year 2022, the Dhami government amended the ordinance issued in the year 2018 and extended the tenure for 3 years. That is, even after 6 years, no decision could be taken regarding the regularization of marine settlements and the tenure of the ordinance also ended on 23 October 2024.
Now the new thing is that water tax will be levied on everyone and SOP will also be made. Apart from this, relief has also been given to slums. Dhami told that the government’s effort is to ensure that the benefits of these schemes reach the common people.
Apart from this, 10 thousand sheep and goat rearers will give mutton to ITBP. 1000 dog rearers, 500 fishermen will provide trout fish to ITBP. 2000 crores will be earned from Chamoli, Pithoragarh and Uttarkashi. Cooperative societies will supply this. The government has received a revolving fund of 5 crores. The money will be received within two days. The government will also give 4 crores for gap filling.
It has also been approved that human wildlife conflict distribution, Ayushman and economic benefits will be available together.
358 square meter land has been given to Civil Court Vikasnagar at the rate of one rupee. In the rules of Uttarakhand Medical Education Department, CS DS technician can be selected even if he has a degree or diploma in OT. Approval has also been given to create the post of Deputy Drug Controller in the Drug Control Department. Now only five lakhs can be deposited in GPF in a year.
Under the amendment in the Subordinate Audit Cadre Service Rules, the government will make arrangements for food and accommodation for the candidates coming to the Centre of Excellence of the Skill Development Department. Five meritorious students studying in the Higher Education Department will be selected and arrangements will be made for them to study in the United Kingdom.
Whatever syllabus the High Court proposes in the Judicial Higher Service Rules, the government will accept it. Approval has also been given to put the annual report of the Regulatory Commission on the table of the Assembly.
Apart from this, approval has been given to convert Pashu Seva Kendra Chaura Mehta into a veterinary hospital and creation of 4 posts. The Transport Corporation will arrange the budget for free service to Veer Chakra, Kirti Chakra etc. For the smooth operation of Jal Jeevan Mission, officials of SARA and Skill Department will also be included. Amendments have been made in the retirement rules under Uttarakhand Uttar Pradesh Nagar Palika and pension has also been approved for those who were left out since 2007.
There was a provision of fee in surface water earlier. New rates on groundwater and spring water for non-agricultural works will be applicable from December 1.
The duration of the Chief Minister’s Free Gas Refill Scheme has been extended by three years. IIM Kashipur will study the rates of wood species.
I believe that the above approvals and proposed schemes of the Dhami government will bring far-reaching positive results for Uttarakhand. Yes, it may take time but as I always say, Dhami never thinks about his power and tenure. Rather, his intention is always that Uttarakhand should progress at any cost. I heartily respect his such selfless thoughts and philantropic thinking.
Jai Devbhoomi.
Jai Badri Vishal.
