The Election Commission sent an 11-page note with a covering letter to the Law Ministry on February 17, making it quite implicit that it was difficult to hold the third round of polling in Assam on February 20, commission sources said. The commission stated, “during the recent past, it was made clear that the situation in the state of Assam was not ideal for holding the elections. It was also known that in the commission’s view an ideal situation would have been when a solution to the main problem of foreign nationals would have been found.”

Attack Thwarted

The supporters of militant Sikh leader Sant Jarnail Singh Bhindranwale, who had an encounter with the police near Amritsar, were on their way to attack a senior government official.

Apology In Lok Sabha

The Railway Minister, A B A Ghani Khan Choudhury tendered an unqualified apology in the Lok Sabha following censure by the Speaker for not coming before the House with a statement on the trains collision at Howrah which claimed 16 lives. The House witnessed noisy scenes during zero hour when angry Opposition members clamoured for Choudhury’s resignation.

New Punjab Solution

The Centre is believed to have mooted a new formula to resolve the Punjab tangle. The proposal envisages deferring a decision on the boundary dispute between Punjab and Haryana, including the future of Chandigarh, while simultaneously announcing a decision on the river waters issue. The new move is an alternative to the proposal to divide Chandigarh between Punjab and Haryana.
